Project Description:
The International Foundation for Electoral Systems (IFES) is recruiting for a Resident Country Director based in Guatemala City, Guatemala. The overarching responsibilities for the position include:
- Serve as IFES’s legal representative in Guatemala;
- Provide technical leadership, management, and operational oversight to IFES programs; and,
- Serve as IFES Director for a USAID-funded project on electoral governance and political reforms.
This position reports to the Regional Director of the IFES Americas Division. Job Responsibilities:
- Ensure delivery of project results by providing overall technical leadership and direction;
- Establish and manage strong trust relationships with funders, representatives of the international community, and local partners in the governmental and non-governmental sector;
- Manage and conduct oversight of the projects including tracking and monitoring financial expenditures and project budget in accordance to USG rules and regulations;
- Prepares annual work plans, quarterly reports, and other reports requested by the funder;
- Oversee the project monitoring and evaluation requirements and communicate the project results to various audiences;
- Mentor and supervise local project staff; and
Maintain regular communication and liaise with IFES Headquarters office in Arlington, VA. Qualifications:
15 years’ experience in relevant technical sector(s).
Master’s degree in international relations, public administration, Latin American studies, or another relevant field.
Experience implementing USAID funded projects, in Central America preferably.
Experience implementing electoral assistance projects in Central America, preferably in Guatemala.
Demonstrated comparative technical expertise in electoral administration.
Exceptional analytical skills for interpreting complex program and political issues.
Able to work effectively in a multi-cultural team setting with a wide variety of actors and in a highly complex political environment.
Able to capture lessons learned through project implementation and to communicate them effectively to multiple audiences.
Hands on experience of USG rules and regulations, USAID project reporting, monitoring and evaluation requirements, and knowledge of management of USG funded sub-grants.
Solid interpersonal and communication skills including work planning facilitation, public presentations, and report writing.
Experience living and working in Central America, preferably in Guatemala.
Native fluency in both English and Spanish is required.
