Myanmar: Civic and Voter Education Specialist

Project Description:

Civic and Voter Education Specialist is a management position at IFES providing programmatic support to the IFES Myanmar office. Specific duties will include providing support to IFES’ civil society program and work with the Union Election Commission that will engage voters in the lead up to the 2020 elections. This position is based in Yangon, Myanmar with the potential for frequent travel to other states and regions. Job Responsibilities:

  • Contribute to the design of a voter education strategy and manage its implementation with the Union Election Commission, civil society partners, the Country Director and Senior Advisor.
  • Manage finetuning of CE/VE materials with graphic designers, cartoonists and illustrators in partnership with the Country Director and Senior Advisor.
  • Manage IFES’ civil society work advancing inclusive participation in partnership with the Country Director and Senior Advisor. This support will include:
    • Providing capacity building assistance to subgrant partners including reporting, financial management, monitoring and evaluation, etc.
    • Support ongoing activities that target youth, women, persons with disabilities, displaced persons and other marginalized groups.
    • Lead ongoing monitoring and reporting on project activities.
    • Closely monitor subawards and subgrants for compliance, financial reporting, etc.
  • Support ongoing communication needs including development/review of materials and implementation of large scale events.
  • Assist the Country Director to ensure the timely execution of project activities within the allocated budget, and strategic development and implementation
  • Manage a team of national staff to support ongoing civic and voter education work including holding regular meetings and also provide feedback on progress of activities and their performance.
  • Draft scopes of work and manage the coordination and deployment of international consultants when and where needed in partnership with the Country Director and Senior Advisor
  • Troubleshoot project problems, identify and suggest creative solutions.
  • Participate in proposal development/new initiative process as needed.
  • Contribute, coordinate and ensure the quality of monthly/quarterly reports.
  • Provide input into annual workplans, PMPs, and other programmatic reports.
  • Other duties as assigned. Qualifications:

  • Bachelor’s degree required.Master’s Degree in international relations, political science, international development preferred.

  • Minimum of 8 years of overall work experience in the international development sector with NGO experience a plus. Experience working on democracy and elections programming preferred.

  • Knowledge of USAID, DFID, DFAT or other non-USG donor requirements.

  • Experience with program design and management, in particular for civic and voter education programs.

  • Experience working with civil society partners. Experience supporting civil society capacity building preferred.

  • Experience working on programming targeting the inclusion of women, youth, persons with disabilities or other marginalized groups.

  • Experience with communications preferred.

  • Experience with budget management and oversight of large single project or multiple small projects. Supervisory experience a plus.

  • Knowledge of Monitoring and Evaluation systems and experience implementing M&E preferred.

  • Proficiency with Microsoft Office and Excel required.

  • Strong written and verbal communication skills are required.

  • English required.

TRAVEL: Travel up to 15% of time.
