Project Description:
The Gender Advisor leads gender equality and women’s empowerment programming and technical leadership at IFES, including (but not limited) to women’s empowerment and gender equality in political processes, women’s electoral leadership, gender and technology in elections, violence against women in elections and politics (including online harassment and hate speech against women), gender and political finance, and initiatives to foster and support male allies for gender equality. As a member of the Center for Applied Research and Learning’s Global Technical Advisor team, the Gender Advisor will provide the institution with technical leadership, global advisory services, quality assurance, and innovation to support the execution of IFES’ mission. MAJOR DUTIES AND RESPONSIBILITIES:
As IFES’ global advisor on women’s electoral and political participation and gender equality programs, the Gender Advisor’s portfolio will include the following responsibilities:
Generate and sustain demand for IFES technical leadership and assistance among donors, policymakers, scholars and practitioners, including:
Working with colleagues across the organization to identify and conduct innovative research and tool development to ensure IFES programming maintains a competitive edge in our community of practice.
Participating in the IFES internal peer review process for technical research and outreach products.
Supporting the realization of IFES strategic outcomes and initiatives related to the gender portfolio.
Developing new tools and resources for programming on gender topics.
Establishing and maintain working relationships with external stakeholders, including multi-lateral organizations, donors, the private sector, academia, policymakers, CSOs and international NGOs, foundations, and the legal and scholarly communities.
Working closely with program teams, field offices and IFES business development team on business outreach efforts that effectively illustrate IFES leadership and impact.
Understanding competitor approaches and donor priorities related to gender and democracy.
Attending and/or presenting at workshops, conferences and events to stay abreast of developments in the field and raise awareness of IFES.
Collaborate with program teams to support effective, high-quality, and rigorous program design and implementation, including:
Collaborating with program teams and field offices on each stage of the programming cycle, including providing strategic advice on solicitations and other new opportunities.
Supporting proposal drafting and review.
Supporting program design and workplan development related to the gender portfolio.
Incorporating IFES tools, resources, and good practice in program design.
Providing technical advice, assistance, recommendations to program and field teams on international standards, good practices, comparative analysis and experience.
Conducting trainings for IFES HQ and field staff on international best practices, emerging trends, IFES tools and good practices
Supporting data collection and analysis for Monitoring, Evaluation and Learning (MEL).
Maintaining the highest standards of new and established tools and methods.
Leading and/or participating in rigorous assessments related to gender and elections and other relevant topic areas.
Effectively measure the impact of IFES programs and consistently demonstrate commitment to organizational learning and adaptive management, including:
Supporting program teams to use data for programmatic learning.
Supporting onboarding and ongoing professional development on gender subjects.
Mentoring emerging technical talent and managing gender team staff.
Position scope: Manage and/or performs technical or complex work, requiring ingenuity and capacity to evaluate and respond to new and changing issues. Develop and implement tools to increase access to the electoral process for women and develop institutional approach to broader gender equality and inclusion issues. Contribute to program planning and development management. Performance and outcomes are subject to senior management oversight.
Decision making/problem solving: Complex decision-making requiring in-depth analysis and consensus-building, subject to management review. Consult with stakeholders within and outside the organization; identify, propose and build consensus around best solutions. Analyzes and proposes solutions based on knowledge of professional principles and best practices.
Relationships: Maintain collaborative working relationship with team members and all staff within IFES. Initiate contact with staff in other departments to exchange detailed, substantive information and coordinates activities necessary to achieve work goals. Represent IFES with external contacts at professional and government levels. Effectively develops partnerships internally and externally to build and achieve organizations goals. Effectively engage with partner organizations, donors,and other relevant stakeholders.
Supervision exercised: Supervise, monitor and coordinate the work of entry level and professional staff including consultants to ensure the achievement of program goals. Qualifications:
POSITION REQUIREMENTS:
Education: Bachelor’s degree in International Development or relevant field; Master’s Degree preferred.
Experience: At least 10 years’ relevant experience in international development or related field. At least 8 years’ of progressive professional experience in the work of gender equality and women’s empowerment across different regional settings. Demonstrated experience working on women’s elections issues preferred. Gender-based violence experience is a plus. Demonstrated work in program design and strategy to promote gender equality, especially in complex/high-risk environments. Ability to lead formulation and evaluation of development programs and projects. Familiarity with the international donor community and experience as an action-oriented interlocutor with development actors at all levels – grassroots to the highest national and international levels. Knowledgeable and experienced with USAID grant and non-US grants and contract proposals, regulations, and procedures. Experience with managing teams.
Related skills or knowledge: Highly proficient with Microsoft Office Suite required. Detailed oriented and organized. Experienced proposal writer and developer with strong writing and analytical skills. Ability to prioritize and meet deadlines, sound judgement, problem solving and decision making. Strong communicator, both verbally and in writing. Collaborative, team-oriented individual.
Language skills: English required. Proficiency in French, Spanish, or Arabic language is a plus.
Travel: Travel up to 30 percent of time.
