Project Description: The Contracts & Grants Analyst provides support to the C&G staff in the administration of IFES’ awards (both contracts and grants) with the US Government, other bilateral and multilateral donors such as DFID and CIDA, the UN, European Union, multilateral development banks, as well as foundations and private sector donors. Working under the direction of the team lead the C&G Analyst will work within C&G and the Regional Support Teams (RST) to support IFES’ regional programmatic areas and its regional field offices and sites.Job Responsibilities:
- Participate in the daily operations of the RST.
- Help to ensure compliance with Region award terms and conditions.
- In consultation with the RST lead and others within the RST, coordinate with the Business Development team as well as the Regional program and finance staffs in formulating and negotiating strong, competitive and compliant proposals and final awards/grants.
- In consultation with the RST lead, coordinate with the Finance division on a variety of common issues.
Establish and maintain positive working relationships with donors and IFES staff. - Help to ensure compliance with C&G and IFES operational procedures and policies for contracts/grants management.
- In consultation with the RST lead, establish and maintain communications with prime and sub-contractors to ensure the smooth working of the contract awarding process.
- In consultation with the RST lead, liaise with donors, NGOs/PVOs and advocacy groups.
- In consultation with the RST lead, advise Regional IFES staff on matters related to preparation and administration of sub awards of all types.
- In consultation with the RST lead, support activities of Finance staff in the areas of fiscal management, audit, and financial reporting for IFES’ awards.
- In coordination with the RST lead, ensure the timely processing of all closeouts.
- Participate in development/proposal meetings.
- Other duties as assigned.
POSITION SCOPE: Performs specialized functions to achieve assigned objectives requiring knowledge of contracts and grants administration, applying independent analysis and insight. Work performance is monitored by supervisor.
DECISION MAKING/PROBLEM SOLVING: Identifies and analyzes problems or discrepancies affecting own work or work products. Analyzes and interprets issues and proposes alternative solutions relying on knowledge of professional standards and principals. Routine decision making consistent with procedures, subject to supervisory review.
FISCAL RESPONSIBILITY: Participate in formulating and negotiating, competitive and compliant proposals and final awards/grants. Uses allocated resources judiciously and takes care of company property, equipment and other assets.
RELATIONSHIPS: Develops and sustains productive working relationships with assigned internal and external partners to coordinate activities, manage information and report project status. Initiate contact with staff in other departments to exchange detailed, substantive information and coordinate activities necessary to achieve work goals.
SUPERVISION EXERCISED: May share oversight in supervising entry level staff. Qualifications:**Education:** Bachelor’s degree in Business, International Relations, Finance or related field.
Experience: 3 years of work experience, preferably in the international development sector with an NGO, administration of USG and non-USG awards highly desirable. USAID, Dept. of State, and other international development donor experience, cost/price analysis, indirect rate development, indefinite quantity contracts, and grants and commercial contracting a plus.
Related Skills or Knowledge: Experience with Microsoft Office required. Detailed oriented and organized. Strong communicator, both verbally and in writing. Excellent analytical, written and verbal communication skills. Collaborative, team oriented individual.
LANGUAGE SKILLS: English required. Proficiency in French language is desired.
TRAVEL: Limited.
