Project Description:
IFES is recruiting a Behavioral Communication Change Specialist for an anticipated USAID-funded Uganda Citizens’ Access to Political and Electoral Processes (CAPE) activity. CAPE will seek to increase informed citizen participation in transparent and peaceful electoral processes for Uganda’s 2021 presidential, parliamentary, and local government elections. In particular, the activity will focus on the improved participation of youth, persons with disabilities, and women; enhanced voter awareness; and a violence-free electoral process.
In collaboration with the Chief of Party and Voter Education Advisor, the Behavioral Communication Change Specialist will develop mass media and behavior change communication campaigns about voter registration, verification, and other aspects of the electoral process, especially to reach youth, persons with disabilities, women, and other marginalized groups.
This position is based in Kampala, Uganda. Ugandan nationals are encouraged to apply.Job Responsibilities:
The Behavior Change Specialist will be responsible for the design, implementation and oversight of all communication-related activities, including, but not limited to, the development of a robust voter communication and education campaign. They will work with CSOs, government agencies, and other donors, including special interest and marginalized groups, and other Government of Uganda institutions to design a voter education communication strategy that will increase citizen confidence and participation in electoral processes.Qualifications:
SKILLS and SPECIFICATIONS
- The ability to remain highly organized while handling multiple tasks under tight deadlines.
- The ability to complete tasks with limited supervision.
- Excellent reporting and document handling skills.
- Excellent communication skills in order to be able to work with IFES program and administrative staff to identify and resolve issues.
- Willingness to adhere to all principles of confidentiality.
- Must value operating in a collaborative and cooperative environment.
- Ability to show initiative, good judgment, and resourcefulness.
- Ability to handle sensitive issues and address inclusion matters with integrity
EDUCATION and QUALIFICATIONS
- Master’s degree is required, preferably in behavior change communications, marketing, social sciences, political science, international development or a related field.
- Minimum of 6 years of experience working with international nongovernmental organizations on implementation of international technical assistance programs;
- Minimum of three (3) years of experience in designing, planning, and implementing social and behavioral change communication (SBCC) efforts for political and/or electoral activities.
- Must have two (2) years of demonstrable experience in voter engagement in Uganda or similar contexts.
- Knowledge of elections, democracy and governance issues in Uganda required.
- Demonstrated experience employing SBCC strategies to engage youth, persons with disabilities, and youth;
- Experience working on USAID-funded programs preferred.
LANGUAGE SKILLS: Fluency in written and spoken English required. Proficiency in local languages a plus.
