Project Description:

IFES is recruiting a Voter Education Advisor for an anticipated USAID-funded Uganda Citizens’ Access to Political and Electoral Processes (CAPE) activity. CAPE will seek to increase informed citizen participation in transparent and peaceful electoral processes for Uganda’s 2021 presidential, parliamentary, and local government elections. In particular, the activity will focus on the improved participation of youth, persons with disabilities, and women; enhanced voter awareness; and a violence-free electoral process.

Under the direction of the Chief of Party (COP), the Voter Education Advisor will provide technical direction and oversight of all voter education efforts, including around voter registration and verification, voter rights and responsibilities, and polling day activities. The Voter Education Advisor will utilize a variety of outreach methods, including social and traditional media, to reach youth, persons with disabilities, women, and other marginalized groups.

This position is based in Kampala, Uganda. Ugandan nationals are encouraged to apply.Job Responsibilities:

This Voter Education Advisor will work closely with the COP in overseeing activity operations. The incumbent will also be responsible for the technical direction and oversight of voter education efforts. S/he will be expected to interact regularly with activity, civil society organizations (CSO) and USAID staff, as well as with political actors and all stakeholders for the activity.Qualifications:

SKILLS and SPECIFICATIONS

  • The ability to remain highly organized while handling multiple tasks under tight deadlines.

  • Ability to complete tasks with limited supervision.

  • Business awareness and numerical ability.

  • Must possess solid communication and presentation skills.

  • Willingness to adhere to all principles of confidentiality.

  • Must value operating in a collaborative and cooperative environment.

  • Ability to show initiative, good judgment, and resourcefulness.

  • Conduct themselves with integrity and function ethically.

  • Ability to manage staff and work with senior management.

Education and Qualifications

  • A Master’s degree in political science or in a related social science discipline as such international development.
  • Minimum of 10 years of experience working with international nongovernmental, or combination of education and experience.
  • At least five (5) years of experience providing technical and advisory support on election management, CSO election and citizen engagement programs.
  • At least three (3) years’ experience providing technical support in the area of voter education or development of voter education material and dissemination in a developing country context.
  • Demonstrated experience developing targeted voter education strategies for youth, women, persons with disabilities, and other marginalized populations.
  • Demonstrated professional experience and knowledge in managing components of international development funded programming.
  • Working knowledge of behavioral change methodologies and use of technology in voter education preferred.
  • Experience in Uganda or the region preferred.

LANGUAGE SKILLS:** Fluency in written and spoken English required. Proficiency in local languages a plus.
