Kenya: Consultant - Development of Training Manual on Mediation

Introduction

The International Foundation for Electoral Systems (IFES) is an international, non-profit organization that supports the building of democratic societies and the strengthening of transitional democracies. Founded in 1987 as a nonpartisan, non-profit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.

IFES is currently implementing a capacity-building program in support of Kenya’s electoral process in the areas of Voter Education, conflict mitigation and sustainability of Election Technology, among others.

IFES Kenya seeks to recruit a curriculum developer to develop a manual on mediation to be used to train both state and non-state actors on mediation. As an alternate dispute resolution mechanism, mediation can be used both by state and non-state actors to respond to electoral disputes. Being a voluntary process that seeks to find solutions agreeable to all parties, it often leads to preservation and enhancement of relationships especially among divided communities. Furthermore, it is often cost effective, flexible and easily accessible to all parties as opposed to other formal dispute resolution mechanisms.

Scope of Work

The consultant is expected to develop a simplified but comprehensive training manual that is able to guide potential mediators on how to undertake mediation in electoral dispute contexts. The target audience for the manual are both highly skilled personnel and community level peace builders working with community peace structures. Specifically, the consultant will undertake the following activities;

  • Undertake a desktop review of the available training tools and resources, assessing simplicity, relevance and technical soundness, including the adequacy, appropriateness, use and explanation of key components and concepts, relevant to and that can be adapted to the Kenyan electoral context;

  • Prepare the draft manual including interactive resources and tools;

  • Organize and facilitate workshops in order to test the training manual prior to finalization;

  • Revise and edit the draft manual for final validation by IFES;

  • Prepare the final copy and submit to IFES.

Deliverables

The consultant will be responsible for the following deliverables:

  • Inception report;

  • Draft Manual on electoral disputes’ mediation;

  • Finalized Manual on electoral disputes’ resolution;

  • Activity Report, and reports on meetings and workshops held.

Institutional Arrangements

The consultant will work under the supervision of the IFES Conflict Prevention Specialist. The consultant will be responsible for arranging for own meetings and activity schedules but will work closely and be in constant communication with the Conflict Prevention Specialist. The consultant will provide timely information of required documentation, meetings and updates on the activity including applicable reimbursements.

Qualifications

  • The consultant shall have a post graduate degree in Political Science, Sociology, International Relations, Peace and Security, or any other area of study related to the terms of reference;

  • A minimum of 5 years of relevant experience in conflict resolution and peacebuilding, including in electoral related conflicts;

  • Extensive experience in curriculum development and capacity building;

  • Demonstrated ability to assess complex situations succinctly distils critical issues, and draw forward-looking conclusions and recommendations;

  • Ability and experience to work with multi-disciplinary teams, and deliver quality analysis and written materials;

  • Strong evidence of good writing skills;

  • Must have excellent communication skills in English.

Remuneration

IFES will engage the consultant according to the organizational remuneration scale. Remuneration shall be based on the consultant’s qualifications, experience and level of effort.
